Education & Career Background: Charles joined the team in 2014 after 7 years as Administrative Division Manager for the City of Surprise, AZ. He was also the Director of the award-winning Portage County Solid Waste District in Kent, Ohio for 17 years. He started his public service as the Public Works Director for the historic City of Medina. Charles holds a Bachelor’s degree from Oklahoma and a Master’s degree from Ashland University.

Role at NOPEC: Charles is responsible for managing the Member Relationships and New Membership State Wide Expansion Strategy. The Relationship Management and Expansion Teams comprises a total staff of 6 professionals.

Interesting Fact: Charles is an accomplished watercolor artist and was named a "Best of the West" artist while working in Arizona. Charles, however, is red/green colorblind so his paintings are shades of blue and yellow adding an interesting dynamic to his style.
